Kavanagh Co-Chairs Hearing on Nuclear Subsidy Payments by Consumers

On May 1, in his capacity as Chair of the Consumer Affairs and Protection Committee, Assemblymember Kavanagh co-chaired a hearing regarding the “Zero Emissions Credit” (ZEC) program with the Assembly Committees on Corporations, Authorities, and Commissions; Energy; and Environmental Conservation. The hearing aimed to explore the particulars of the ZEC program, created as part of the New York State Public Service Commission’s Clean Energy Standards, as well as the Commission’s rationale and decision making process. The Committee heard from the Public Service Commission and the New York State Energy Research and Development Authority. Kavanagh remains concerned that the state has not provided a satisfactory justification for the enormous cost of the subsidy, which may reach $7.6 billion.
